受給資格の基本 — Basic Eligibility for Unemployment Insurance

Not everyone who loses a job is automatically entitled to unemployment benefits (失業給付) in Japan. The system, managed under the Employment Insurance Act (雇用保険法), has specific criteria you must meet. Understanding these rules before you leave your job can make a significant difference in what you receive.

The Two Core Requirements

To qualify for unemployment benefits, you must satisfy both of the following conditions:

1. Active Employment Insurance Enrollment (雇用保険の被保険者であること)

You must have been enrolled in the employment insurance (雇用保険) system through your employer. In Japan, enrollment is mandatory if you work:

  • 31 hours or more per week, OR
  • 20 hours or more per week AND are expected to be employed for 31 days or longer

Part-time workers who meet the 20-hour threshold are also covered. If you were enrolled, your employer deducted premiums from your paycheck — check your pay slips for 雇用保険料.

2. Minimum Insured Period (被保険者期間)

You must have been enrolled in employment insurance for a sufficient period within the last 2 years:

Reason for Leaving: Why It Matters

How you left your job dramatically affects both your eligibility and how quickly benefits begin. Hello Work classifies departures into three categories:

特定受給資格者 (Tokutei Jukyū Shikakusha) — Company-Reason Separation

This includes layoffs due to business downturn, company bankruptcy, or dismissal without serious cause on your part. Benefits begin faster (after the standard 7-day wait only) and you may be eligible for extended benefit periods.

特定理由離職者 (Tokutei Riyū Rishokusha) — Qualified Special Resignation

Voluntary resignation with a recognized special reason qualifies for the same expedited treatment as company-reason separation. Qualifying reasons include:

  • Relocating due to a spouse's job transfer
  • Resignation due to illness or injury (your own or a family member's)
  • Workplace harassment (パワハラ・セクハラ)
  • Significant reduction in working hours
  • Forced relocation that makes commuting unreasonable
  • Expiry of a fixed-term contract after repeated renewals

一般離職者 (Ippan Rishokusha) — Standard Voluntary Resignation

Ordinary voluntary resignation (自己都合) requires 12 months of enrollment and carries an additional 2-month benefit restriction period on top of the standard 7-day wait. From October 2025, this restriction may be reduced for those who complete job training programs.

Who Does NOT Qualify?

  • Workers who were never enrolled in employment insurance (e.g., some freelancers, very short-term casual workers)
  • Those who do not wish to work or are unable to work immediately
  • Retirees who have reached mandatory retirement age and are not seeking re-employment
  • Those receiving disability benefits that preclude employment
  • Workers dismissed for serious misconduct (懲戒解雇) — in these cases benefits may be withheld or reduced

Special Cases and Exceptions

Fixed-Term Contract Workers (契約社員・派遣社員)

If your fixed-term contract expired and was not renewed — even if you did not actively refuse renewal — this is typically classified as company-reason separation, giving you access to faster and potentially larger benefits.

Self-Employed and Freelancers

Standard unemployment insurance does not cover self-employed individuals. However, from 2025, a voluntary enrollment option (任意加入制度) is being introduced for freelancers — check with Hello Work for the latest updates.

How to Confirm Your Eligibility

The definitive way to confirm your eligibility is to bring your 離職票 (separation certificate) to your local Hello Work office. A caseworker will review your employment history and officially determine your classification. If you disagree with the classification assigned, you have the right to appeal.
