失業保険の申請手続き — Step-by-Step Application Guide

Losing a job is stressful enough without having to navigate a complex bureaucratic process. This guide walks you through every step of applying for unemployment insurance (失業給付) in Japan, from your last day of work to receiving your first payment.

What You Need Before You Start

Before heading to Hello Work (ハローワーク / 公共職業安定所), make sure you have the following documents ready:

  • 離職票 (Rishokuhyo) — Your separation certificate issued by your former employer. This is the most critical document. Employers are legally required to issue it, but it can take 10–14 days after your last day.
  • 雇用保険被保険者証 (Koyō Hoken Hihokensha-shō) — Your employment insurance card (often held by the employer on your behalf).
  • マイナンバーカード / 通知カード — My Number card or notification card for identity verification.
  • 本人確認書類 — Official photo ID (driver's license, passport, etc.).
  • 銀行口座の通帳またはキャッシュカード — Bank account details for benefit payments.
  • 写真 2枚 — Two recent passport-sized photos (3cm × 2.5cm).
  • 印鑑 (Hanko) — Your personal seal (in some offices).

Step 1: Visit Your Nearest Hello Work Office

Go to the Hello Work office that has jurisdiction over your home address — not your former workplace. You can find your nearest office on the Ministry of Health, Labour and Welfare website. Bring all documents listed above. Most offices are open Monday–Friday, 8:30 AM to 5:15 PM.

Step 2: Register as a Job Seeker (求職申込み)

Upon arrival, you'll fill out a job-seeker registration form (求職申込書). Staff will enter your information into the system and issue your Hello Work registration. This is a mandatory prerequisite — you cannot receive benefits without being registered as an active job seeker.

Step 3: Submit Your 離職票 and File for Benefits

Hand over your 離職票 and all other documents. A caseworker will review your employment history and confirm your eligibility category. They will also explain the waiting periods that apply to your situation (see Step 4).

Step 4: Understand the Waiting Period

There are two potential waiting periods before payments begin:

  1. 7-day waiting period (待期期間) — Applies to everyone, regardless of reason for leaving.
  2. 給付制限 (Benefit Restriction Period) — An additional 2-month restriction (3 months for repeat claimants) applies if you voluntarily resigned without a qualifying reason. This does NOT apply if you were laid off or resigned due to company-side reasons.

Step 5: Attend the Explanation Session (受給説明会)

Hello Work will schedule a mandatory group orientation session (受給説明会) within your first week of registration. Here you'll receive your 失業認定申告書 (unemployment certification form) and your 雇用保険受給資格者証 (benefit eligibility card). Bring both to every future appointment.

Step 6: Certification Days (失業認定日)

Approximately every 28 days, you must return to Hello Work on your designated 失業認定日 to certify that you are still unemployed and actively seeking work. You must report any part-time work or income earned during the previous period. Missing this appointment without prior notice can delay or suspend your payments.

Step 7: Receive Your Payment

After each successful certification, benefits are typically deposited into your bank account within 3–5 business days. Payments continue on a rolling 28-day cycle until your maximum benefit days are exhausted or you find employment.

Key Reminders

  • Apply as soon as possible — delays in applying mean delays in payment.
  • Keep all receipts and records of your job-seeking activities.
  • Notify Hello Work immediately if you start part-time work during the benefit period.
  • If you move, transfer your registration to the Hello Work in your new area promptly.

The entire process from application to first payment typically takes 4–6 weeks for involuntary separation, or up to 3–4 months if a benefit restriction period applies.
